Why is the cut not exactly on the selected frame?
Ordinary lossless cutting follows keyframes. Try a nearby keyframe or use Smart Cut on a copy, then check the re-encoded portion and output quality.
Why can two clips not be merged?
Compare container, codecs, resolution, frame rate, time base, audio channels and track order. Different sources may need a deliberate transcode first.
